Control Account Manager

Job Description:
The Advanced Solutions Group of Leidos has a career opportunity for a talented Control Account Manager in Abingdon, MD to support a critical modernization effort of the Advanced Field Artillery Tactical Data System (AFATDS) in order to satisfy the vision of Program Executive Office (PEO) Command Control Communications - Tactical (C3T) and Project Manager Mission Command. The Control Account Manager will be expected to interact with all technical teams to manage cost, scope and schedule.
The AFATDS is a multi-service, automated command, coordination, communication, and computing system that provides automated fire support and coordination to all echelons, from firing unit through theater level, at Army, Marine Corps, Naval Firing Platforms, Navy Command and Amphibious Assault Ships, Air Force Operations Centers, and Joint Command and Control Centers. AFATDS enables the automatic application of the Force Commander's guidance in the Fires Warfighting Function to plan, execute, and deliver effects at all levels of command within the current and future force. AFATDS can automatically tailor the selection of fire support assets (field artillery, mortars, close air support, naval gunfire, attack helicopters, and offensive electronic warfare assets) based on the Commander's guidance, thereby enabling maximum effective use of all available fire support assets across the full spectrum of conflict.
This effort is to meet the government's objective to modernize the underlying AFATDS architecture, redesign the AFATDS front-end to a fully web- and role-based user interface, integrate common services made available through the Army's Common Operating Environment (COE), and incorporate advanced embedded training technologies to aid in operator-initiated system instruction and refresher training.
The Control Account Manager (CAM) plays a critical role as part of the Earned Value Management System process and will work closely with their assigned team to define the Control Account (CA) work scope, schedule and budget. The CAM has full responsibility for managing the cost, schedule and technical performance for all work within assigned control accounts.
Performance of assigned CAs, authorizing and directing CA work
Establishment and maintenance of the Control Account Plan, including developing resource assignments, and identifying/documenting schedule and risk
Development and management of employee work authorizations; ensuring that team members are recording work efforts properly and working within the subcontracting management system to review and approve time charges
Manage and participate in the weekly status update process to ensure performance accuracy
Work with technical teams to plan and manage earned value techniques and Quantifiable Backup Data (QBD)
Participate in Program Reviews, Integrated Baseline Reviews (IBRs) and other program or management reviews
Effectively communicate with the customer, leadership, technical teams, and functional staff
Manage meetings with technical teams and leadership; inclusive of preparing agenda's and offering comprehensive data to drive discussions and decisions
Maintenance and utilization of the program EVM IDE to manage documents and maintain version control
Knowledge in the development, maintenance, and/or tracking of: Integrated Master Schedule (IMS), Performance Measurement Baseline (PMB), the change management process, forecasting Estimates at Completion (EACs), and implementing corrective actions
Conduct formal cost and schedule variance analysis and development of recovery plans
Actively participate in the risk identification and mitigation process
Develop and offer innovative solutions to drive EVM and program efficiency

BASIC QUALIFICATIONS:
Bachelor's degree in technical or business discipline and 4 years prior relevant experience OR Master's degree with 2 years of prior relevant experience. 4 years of related work experience may be considered in lieu of degree.
Working knowledge of EVMS and scheduling processes
Knowledge of customer reporting (i.e., Integrated Program Management Report (IPMR), etc.)
Project management or project control experience working with Work Breakdown Structure (WBS), IMS, and work authorizations
Understanding of cost and schedule development, as well as controls to conduct root cause analysis and identify corrective actions
Experience with development of Estimate to Complete (ETC) and Estimate at Complete (EAC)
Strong time management skills, ability to focus on required tasks to meet specified deadlines
Experience with baseline change control and monthly schedule status processes
Familiarity in software development lifecycle
Capable of working independently, as well as within a team
Ability to adapt and exhibit leadership qualities during times of change
Familiar with integration of EVMS and risk management
US citizenship and the ability to obtain a DoD SECRET security clearance
PREFERRED QUALIFICATIONS:
Experience performing on software development programs
Knowledge of EVMS tools (i.e., Cobra, MPM, wInsight, etc.)
Formal training in EVMS (i.e., company-sponsored, industry certifications, etc.)
Experience as a Control Account Manager in a contractually-required EVMS environment
Previous participation in an IBR
Currently possess an active DoD SECRET security clearance

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
